No. Every pack pays out exactly one desk. Some are worth less than the pack price and some much more. The odds for each tier are shown before you buy.
A pack's price is the higher of two numbers: the expected prize divided by the payout ratio, and what it costs to replace a desk from the market. So the house never sells below replacement cost.
Half goes to the gacha pool, which buys desks for the packs. 45% builds that coin's sweep fund: when the fund covers the cheapest listed desk, it buys it, burns it, and airdrops whatever was in its vault to the coin's top 200 holders. The last 5% goes to the coin's creator. Read the details.
Burning takes a desk out of supply forever. OTC splits its pot across every live desk, so each burn raises what every remaining desk earns, including the ones in the packs.
